OperationsJob Summary:

The Corporate Turnaround Rotating Equipment Manager position will provide guidance and focus on total quality management to Manufacturing Sites Turnaround teams during the execution of the Turnaround Management Process for planned events. The position is intended to promote the application of CFI procedures, Company "Best Practices", and Tools to the turnaround process that ensure scope definition, planning, and execution strategies incorporate quality, performance, and reliability as one of the top priorities for an event.

Job Description:

Responsibilities

General

  • Assist manufacturing facility T/A leaders in managing rotating equipment scope definition, planning details and field/shop execution activities throughout the Turnaround Management Process for planned events and ensure it evolves as each site needs dictate.
  • Ensure that manufacturing facility quality assurance leaders are acting as primary points of contact between Capital Project Teams, Contractors, Operations, Engineering, Maintenance, EHS, Procurement, Accounting, Human Resources, Legal, Security and the Warehouse during all phases of an event.
  • Encourage manufacturing facility T/A leaders to perform a scope challenge process with the network that ensures all work being considered for execution inside the turnaround window will accomplish the events reliability and asset performance objectives.
  • Facilitate formal site interactions to ensure rotating equipment scope deliverables are on track for timely integration into an events planning and scheduling activities.

Quality Assurance as it Relates to Rotating Equipment Manufacturers and Repair Service Facilities

  • Continuously improve the networks process of specifying the necessary quality surveillance of materials, methods of construction, and methods of repair being supplied by offsite manufacturers and repair facilities.
  • Collaborate with site project managers to ensure risk based assessment of materials and/or equipment to be procured and installed for each defined scope identifies the level of effort for inspection activities during the project and subsequent turnaround intervals.
  • Provide guidance to network rotating equipment specialists in ensuring offsite manufacturing/repair projects have a specific quality assurance inspection plan associated with the level of risk for each project.
  • Establish procurement hold points and controls that assure outside rotating equipment shops are pre-qualified and deemed acceptable and capable of meeting the specified contract requirements prior to project awards.
  • Work with procurement to standardize incentives and penalties within formal contracts for new equipment and/or repair projects of existing assets that encourage proper documentation handover and the timely delivery of quality products that exceed CF's expectations.
  • Assist the network where needed in facilitating inspection needs during offsite fabrication or repairs.

Quality Assurance as it Relates to Field Execution Activities

  • Review execution strategies with the sites as it pertains to contractor quality and package turnover that ensure assets are installed, disassembled, and reassembled in a way that provides the desired performance in a safe, environmentally protected and reliable fashion.
  • Identify critical rotating projects or potential discovery repair projects and assist the organization in determining the most adequate execution techniques and procedures that are in accordance to applicable codes and standards.
  • Collaborate with T/A Planners and AFE Project Managers to ensure correct Quality Assurance and Quality Control hold points are integrated into work steps with the correct execution resources assigned.
  • Lead lessons learned work-shops for the network in regards to critical repair efforts or successful project implementations that promote repeatable positive results around the organization.
  • Work with Corporate Leadership and Manufacturing sites in developing strategic contractor alliances that provide long-term quality of work benefits for immediate and future site events.

Site Rotating Equipment Integrity Program Guidance

  • Assist the organization in developing plans that address the complete life cycle management of rotating equipment including the recognition of damage/degradation mechanisms during equipment repairs or upgrades to determine the materials, inspection techniques, special standards and fabrication processes that eliminate or reduce the potential of existence.
  • Collaborate with Engineering, Maintenance and Production departments within the organization to develop appropriate inspection plans to identify and monitor existing known credible damage/degradation mechanisms within operating assets.
  • Ensure that quality evaluations exist that measure a mechanical integrity programs value to risk mitigation, predictive/preventative maintenance, equipment reliability, cost effectiveness and assurances that all approved post inspection action items are acted upon in effective timeframes.
  • Perform risk of discovery review for all critical work being performed during an event and provide guidance during risk mitigation development.

Guidance and Training of CF Rotating Equipment Personnel

  • Assist manufacturing facility T/A leaders in defining the responsibility of quality assurance professionals and quality control personnel during an event and criteria for assigning the correct resources to execution activities.
  • Collaborate with network SME's and Best Practice Teams in formal forums to establish sound predictive maintenance practices during scheduled downtime of network rotating assets.
  • Provide guidance to the organization in establishing a program that identifies needs of required training seminars and certifications that assure personnel involved in mechanical integrity tasks are competent and qualified.
  • Recognize talented resources that can directly affect manufacturing site events and add value to future events at other sites. Develop a resource sharing strategy from site to site (CF employees or Contract professionals).
  • Mentor personnel that illustrate the potential to add value to the organization in regards to expertise in rotating equipment and total quality management of Turnaround and Maintenance events.

Incumbent Attributes
  • BS Engineering, BS Construction Management or Verified Turnaround Management Experience with an emphasis in Rotating Equipment.
  • Five plus years of Rotating Equipment Quality Control or Quality Assurance experience within a chemical/petrochemical manufacturing facility setting.
  • Five plus years of Rotating Equipment Quality Assurance experience auditing Manufacturing and Repair Work Shop capabilities and active projects.
  • Minimum active certifications or willingness to attain the following: API SIRE, CAT II Vibration Analysis, Machine Lubricant Analyst
  • The flexibility for frequent and impromptu International travel as well as travel within the US. (Approx. 60% of the year)
  • Capability of acquiring, maintaining and possessing a valid Transportation Worker Identification Credential (TWIC) as well as a Passport.
